Windows 365: Resize Cloud PCs for Group Based Licensing

,An administrator will have the ability to resize Cloud PCs of users who are licensed via Group Based Licensing. Administrators will be able to resize multiple Cloud PCs at once. This will work for upgrades as well as downgrades.
