This new update provides for a smaller package delivery to partners and a denotation of "updated", "inserted" and "confirmed" so that the partner can do an update to their own systems only when vehicles have  been created, updated or sold.  This eliminates the overhead of updating records in a partner database for vehicles that have no changes.
